Flyonthree, you are absolutely right, 3afwan can be used as (welcome), (sorry) and (excuse me), it is all about the context.
If it is an answer for (shokran), then it means (Welcome).. If it is said after doing a minor mistake like turning the tv volume down instead of up, you say (3afwan), here it means (sorry), and finally if you want a to ask someone in the street a question, you can say (3afwan a7'i) which is (excuse me brother).
LADreamr, (aasef) means sorry, but it is stronger than (3afwan).
